Shift system instruction document

Conference recognises the difficulty local Officials have in resisting attacks on existing agreed shift systems from Fire and Rescue Services’ (FRSs) senior managers.

Conference also recognises the excellent work local Officials are doing in defence of existing agreed shift systems.

Currently there are many different shift systems in use across FRSs, this leads to confusion and uncertainty when negotiating locally on proposed shift system changes.

Conference calls upon the Executive Council to produce a national instruction document containing a set of clear guidelines and principles that all local Officials must adhere to when entering negotiations with local management on proposed shift system changes. This document is to be produced before the start of the Fire Brigades Union Conference 2023.
