Conference instructs the Executive Council to conduct a study into duty systems and ways of working within FRSs which breach the WTR, to be completed by Conference 2023.
This will include;
- FRSs operating duty systems without collective agreement
- FRSs operating duty systems with collective agreements whereby the brigade is not fulfilling the terms of the agreement and breaching the WTR
- FRSs who employ staff as both Wholetime and Retained as a secondary role, whereby breaches in the WTR go unmonitored. For the avoidance of doubt this does not refer to the Grey Book Day Crewed duty system.
If FRSs are found to be in breach of the WTR the Health and Safety Executive will be informed in writing by Fire Brigades Union Head Office.
