With the introduction of ADCs, based around Personal Qualities and Attributes (PQAs), the test of operational competence has been removed from the selection from promotion within the Fire and Rescue Service. This Conference calls on the Executive Council to raise this at the NJC and seek the introduction of an agreed test of operational competence within the ADC process which is standard throughout the country.
