This Conference notes with concern the National HR Strategy Document developed
by CFOA. CFOA claims that this strategy document has been developed through
the collaborative work of HR Practitioners and supported by external stakeholders.
It is notable that the objectives of this document are at odds with a range of FBU policies.
Amongst the issues of concern raised by the document are multi-level entry, a role for the private sector in provision and delivery of service and means of attracting leaders from other sectors. Such issues have significant implications for officer/middle management members.
CFOA recommends this document to key National stakeholders and intends that it will be the subject of regular reports to the Practitioners Forum.
This Conference demands that the Executive Council develops a strategy with ONC
Representatives, aimed at challenging the objectives of this document that do not comply with FBU policies and ensuring that FBU policies are not swept aside whilst CFOA’s recommendations are foisted on and adopted by various FRS’s.
