Conference demands that the introduction of Wholetime/Retained working should
abide by the following minimum principles:
• That Retained duties should not be undertaken 9 hours before
commencing Wholetime duties.
• That the negotiated 2 x 24 hour weekly rest periods are synchronised
between the two duty systems.
• That leave on both systems should be co-ordinated to provide adequate
breaks from work.
• That the role of personnel working this system should not be diminished
transferring between duty systems in line with IPDS.
• That any negotiated Wholetime/Retained system should comply with the
working time directive as a minimum.
• That any introduction should include the principles of Fairness At Work,
Equality and Family Friendly Policies.
Conference also demands that a National Joint Council joint circular be pursued
which should contain agreed national guidance to be adopted by all Fire and
Rescue Authorities utilising this system of work.
