This Conference deplores the National Employers' recent attempts to renege upon
agreements previously reached with the FBU concerning revisions to the
Constitution of the NJC (as reported to FBU members in FBU Circular
2005H0C0093AG, dated 2nd February 2005).
In view of the concerns expressed at last year's Conference by the ONC delegation
regarding proposals for a separate Middle Managers Negotiating Body within the
NJC, Conference notes in particular the Employers' desire to now go even further in driving a wedge between FBU members at Middle Manager level and the remainder of the FBU membership, by setting up a completely separate NJC for Middle Managers.
This Conference recognises that this proposal and the Employers' other proposals for revisions to the NJC are nothing but cynical and wholly dishonourable attempts on their part to bring about changes in the national negotiating machinery aimed at splitting the membership of the FBU, weakening our unity and reducing our ability
to effectively negotiate the pay and conditions of our members. Conference
therefore demands that the Executive Council oppose and resist by all possible
means, these moves by the National Employers' to compromise the effectiveness of our Union.
